Huntington Beach is the most dog-friendly city I've been to. They have several dog-friendly restaurants and the dog beach is just fantastic! The dog area is almost a mile-long stretch of beach, so there's plenty of room to spread out or avoid issue-dogs. Plus, people are very good about cleaning up.
